Victor Antonio Martinez-Hernandez, 23, a fugitive wanted in El Salvador for a woman’s killing, was arrested in Tulsa, Oklahoma, for the 2023 murder of Maryland hiker Rachel Morin.

Authorities reported that Morin’s body was found on August 6, 2023, on the Ma and Pa Trail in Bel Air, Maryland, after her boyfriend reported her missing. Investigators believe Martinez-Hernandez, who illegally entered the U.S. in February 2023, hid near the trail and attacked Morin as she walked. Martinez-Hernandez faces first-degree murder and rape charges in Maryland.

Sheriff Jeff Gahler criticized federal immigration policies, stating, “American citizens are not safe because of failed immigration policies.” The sheriff noted that Morin was the second woman allegedly killed in recent years by someone with gang ties from El Salvador.

Martinez-Hernandez was caught in Tulsa after DNA from a March 2023 home invasion in Los Angeles linked him to Morin’s murder. He was arrested after being found at a business park and identified during processing. Authorities expect him to be extradited to Maryland for trial before facing potential charges in El Salvador or California.

Rachel Morin’s mother, Patricia Morin, thanked investigators for their persistence, saying, “Patience will win in the end.”
